The Public Debt Management Agency (P.D.M.A.) is a Legal Entity under Public Law headquartered in Athens, Greece. It was established under the provisions of the following laws:

  • Law 2628/1998 (Government Gazette 151 A’)
  • Law 3965/2011 (Government Gazette 113 A’)
  • Law 4223/2013 (Government Gazette 287 A’)

The Agency’s operation was modernized by Law 4941/2022 (Government Gazette 113 A’).

The purpose of the P.D.M.A. is:

  • The financing of the Hellenic Republic
  • The servicing of public debt
  • The optimization of funding cost
  • The achievement of the optimal structure of public debt, primarily regarding its composition (types and sources of financing) and its maturity profile.

The Agency’s activities are adjusted according to the needs of the country and international economic conditions.

Furthermore, the Agency is responsible for managing the cash reserves of the Hellenic Republic, ensuring sufficient liquidity and the rational use of available resources.
